Highway superintendent presents comprehensive four-year paving plan

The town board wanted details and today Highway Superintendent Vincent Orlando gave them plenty of details. He presented the board with a a 100-page, detailed comprehensive paving plan at today’s work session. 

The plan calls for the expenditure of $8.86 million over the next four years: roughly $2.3 million per year in 2017 and 2018, nearly $2.5 million in 2019 and just under $1.8 million in 2020.

The highway superintendent submitted the plan in response to the board’s request for a comprehensive multi-year overview — a request made as the board sought clarification of Orlando’s budget request for paving money in the 2017 budget. 

“Every hamlet is broken down by price and miles,” Orlando said. The work to be undertaken varies from road to road, depending on the underlying condition of the road and other factors, such as drainage structures.

The spending projects were calculated using this year’s prices for contract items like asphalt. Those are bid every year, so the cost of asphalt can and will likely change.

Councilman William Ruland asked Orlando to provide the amount spent on paving in 2016, so there would be a basis for comparison. Orlando said he’ll provide the numbers for both 2015 and 2016. 

Councilman James Dinizio asked Orlando to add a contingency fund in the plan for repaving or repairs made necessary by the water authority and other utilities that dig up roads to install or repair mains or utility lines.

“We’re putting a list out there, we don’t want the money to be taken away from the paving plan to make those repairs,” Dinizio said.you “When you have a list out there, people are going to count on it.”

“You can’t avoid having to make changes,” Supervisor Scott Russell said. 

“Yes, it has to be subject to change,” Orlando said. “I can’t predict the degradation of a road due to winter weather three years from now.” He also noted that the actual work he can get done will depend on how much funding the board approves year to year. “Less money, less roads,” he said. 

“It’s a working plan,” Councilwoman Jill Ruland said. 

“Many people are going to wait two, three years for roads because that’s fiscal reality,” Russell said. 

“This is so comprehensive,” he said. “I can’t thank you enough.” 

Ruland said he is “looking forward to going through [the plan] more comprehensively at home.”

Russell invited Orlando sit down with him to draft a multi-year capital budget for paving.
