March 8 meeting wrap: animal shelter contract OK’d, water map hearing set

Southold Town will enter into a 10-year contract with North Fork Animal Welfare League for the operation of the animal shelter and provision of animal control services throughout the town.

The town board this week authorized the supervisor to execute the new agreement, which Supervisor Scott Russell said was “by and large the same” as the last agreement, except the length of the contract term and annual payments.

The new agreement is for a period of 10 years, whereas the term of the last agreement was five years, he said.

Compensation payable by the town to the organization will increase by $5,000 in each of the first three years of the contract. The current annual payment is about $217,000, Russell said. After the first three years, annual increases will be based on the cost of living adjustment, he said. The town has contracted with NFAWL for shelter operation since 1980, according to contract documents available online.

The new contract document was not available for review because it is still being finalized by the town attorney, Russell said.  At its meeting Tuesday, the town board unanimously authorized the supervisor to sign the agreement, the terms of which had been reviewed by board members in executive session.

In other action Tuesday, the board:

  • approved a resolution supporting bills (S3690 and A5245) introduced in Albany by State Senator Ken LaValle and Assemblyman Fred Thiele that would extend the bonding period for improvements at the East Hampton Airport. The extension would allow the Town of East Hampton to make improvements without assistance from the Federal Aviation Administration and retain local control of airport operations, advocated by helicopter noise opponents.
  • approved a resolution supporting bills (S5180 and A7368)introduced in Albany by State Senator Ken LaValle and Assemblyman Fred Thiele that would make the acceptance of state of federal funds for municipal airport improvements subject to a permissive referendum.
  • set a March 22 public hearing (7:32 p.m.) on a proposed local law to amend the Town of Southold Water Supply Plan Map to include the extension of a water transmission main to 8 Hands Farm, 4735 Cox Lane in Cutchogue, where the Suffolk County health department denied the property owner’s application for a private well permit.
  • appointed members to the Committee on Health Issues and Services for the Elderly:

Lynne Richards, Developmental Disabilities Program Director

  • appointed Deborah O’Kane to the Housing Advisory Commission, effective immediately, through March 31, 2020.
  • approved a resolution (5-1, with Councilman William Ruland opposed) supporting proposed state legislation to re-establish the Peconic Bay Regional Transportation Council, intended to coordinate a proposal for the development of an improved public transit system for the region
