Hearing on $10.1 million village budget to take place Thursday evening

Greenport Village Mayor George Hubbard Jr.’s first budget will be aired at a public hearing Thursday evening.

The mayor’s budget calls for spending of $10.1 million — a decrease of .22 percent compared to the current year — and a tax levy of $990,000, a .09 percent decrease.

The proposed 2016-2017 tax rate of $19.92 per $100 of assessed valuation is down 1.08 percent from the 2015-2016 tax rate.

The $10.1 million in they mayor’s proposed budgeted appropriations breaks down as follows:

General Fund $4,572,271
Electric Fund $3,500,305
Water Fund $453,105
Sewer Fund $1,584,575

Total $10,110,256

The proposed budget anticipates revenues other than property taxes of $4,572,271, including a $367,500 draw on reserves, to finance general fund appropriations.

Hubbard’s budget plan funds a new code enforcement officer as well as seasonal, part-time personnel to enforce parking regulations.

“I believe we prepared a good budget for the village,” Hubbard said at the Village Board’s annual organizational meeting last week, noting the small tax decrease provided. “It does everything we need to do.”

New York State law requires the mayor to file his tentative budget with the village clerk on or before March 20. The law requires the board of trustees to hold a public hearing on the budget proposal on or before April 15. The board must adopt a final budget by May 1. Should it fail to do so, the budget on which a public hearing was held becomes the final budget for the coming fiscal year, which begins June 1.

The budget hearing is scheduled to begin Thursday at 6 p.m at the schoolhouse on Front Street.
